The Energy Performance Buildings Directive (EPBD) Recast report was adopted in March 2023 by the European Parliament. It is currently under trialogue discussion between the Parliament, the Council of Europe and the European Commission. Inevitably, once the details are refined, a new high-impact EPBD will be rolled out in Member States in the near future.
So how will the new look EPBD affect the Irish commercial built environment and what are the new instruments and initiatives that you need to be aware of? Ciaran Cuffe, MEP, has been central to the EPBD Recast process. He is our guest speaker and will be joined by Marion Jammet, IGBC Head of Policy, John Morehead, of Wain Morehead Architects Ltd and Celine Carre, Head of European Public Affairs in Saint Gobain.
Speakers
Ciarán Cuffe is a Member of the European Parliament for Dublin with the Green Party. He sits on the Energy and Transport Committees, and is president of EUFORES, a European body that promotes renewable energy and energy efficiency. He is a trained architect and urban planner, and is currently the Rapporteur for the revision of the Energy Performance of Buildings Directive (EPBD). Prior to his election to the European Parliament in 2019, he served as a Dublin City Councillor, Teachta Dála (TD) for Dún Laoghaire, and Minister of State with responsibility for sustainable transport and climate change.
Marion Jammet is Head of Policy and Advocacy at the Irish Green Building Council, and currently leading the #BuildingLife campaign for the IGBC. She previously coordinated the development of “Towards large scale deep energy renovation – Unlocking Ireland’s Potential” and guidance documents on the retrofit of traditionally built buildings. Marion’s working background is in stakeholder engagement and policy development, with previous roles in Dublin Chamber, Eurochambres and the European Parliament. Marion holds a MA in European Affairs from Sciences-Po (France) and an MSc in environmental sustainability from University College Dublin.
John Morehead is the Director of Wain Morehead Architects Ltd., a Cork-based Architectural firm synonymous with the delivery of ecologically friendly, energy-efficient architecture for over 25 years. John also holds qualifications in Project Management, Thermography, and has been a BER assessor for Domestic and Non-Domestic Buildings since 2007. John is one of the 1st tranches of Certified European Passive House Designers in 2010, has with WMA delivered a number of fully Certified Passive House projects and attained the first ever to the Gold HPI standard awarded by the IGBC.
Céline Carré is the Head of European Public Affairs for Saint-Gobain.
Based in Brussels (Belgium) Celine is in charge of designing and implementing advocacy activities in the fields of climate, energy and sustainability and supporting the local businesses in developing advocacy. Céline is the Vice-President of EuroACE, the European Alliance of Companies for Energy Efficiency in Buildings, where she leads the Work Group on Energy Efficiency Policy.
Prior to joining Saint-Gobain, Céline gained extensive experience in a Brussels-based public affairs consultancy, where she was in charge of the environment, climate and energy department, advising corporate and trade associations. Within that experience, Céline was also trained in consensus-building methodologies.
