Join us for an interactive in-person session of the Green Public Procurement (GPP) Community of Practice, bringing together public procurers and industry experts to explore how sustainability can be embedded effectively across the procurement process.

Topic: Embedding GPP to deliver procurement value: Challenges, Case Studies & Actions

As public sector organisations face increasing pressure to deliver environmental value alongside cost and quality, Green Public Procurement is becoming an essential tool for driving low-carbon, sustainable outcomes across projects and services.

Ingrid is a sought-after speaker both nationally and internationally, she is a guest lecturer at three of Ireland’s universities. Ingrid’s extensive advisory work on environmental, social, and governance (ESG) issues across numerous organizations, along with her expertise in public and private procurement in Ireland and Europe, underscores her significant contribution to promoting responsible business practices and sustainable procurement.

Seán McCaffreySupplier Performance and Sustainability Manager at Iarnród Éireann Irish Rail

Seán McCaffrey is Supplier Performance and Sustainability Manager in the Iarnród Éireann Irish Rail Procurement Department, where he leads initiatives to embed sustainability, social value, and responsible procurement practices across its substantial procurement pipeline. With extensive experience in procurement and supplier performance, he is passionate about using procurement as a strategic lever to deliver positive environmental, social, and economic outcomes. Seán holds a Postgraduate Certificate in Sustainability Leadership from Technological University Dublin and is recognised as a leading voice in sustainable procurement within the Irish and European rail sectors. In 2026, he was appointed Chair of the Sustainable Procurement Working Group of the European Railways Purchasing Conference, where he works with railway organisations across Europe to advance ESG, supply chain resilience, and sustainable procurement practices. A frequent speaker on sustainable procurement and social value, Seán has helped position Iarnród Éireann as a leader in using procurement to create measurable social impact. His work focuses on ensuring that public sector investment delivers lasting benefits for communities while strengthening supply chain performance and sustainability outcomes.
