
The IGBC in conjunction with Greenville are hosting an Introduction to Green Public Procurement and Developing a Sustainable Procurement Strategy on Tuesday 19th November and Thursday 28th of November. The course is aimed specifically at those dealing with public sector built environment projects, and will equip participants with the knowledge to implement sustainability in tenders and contracts.
Session 1:
Introduction to Green Procurement – Tuesday 19th November 9:30-13:00 (Zoom)
This half day course will introduce participants to the key concepts, tools including CO2PL and criteria used as part of green procurement. Focusing on the built environment, the course will cover:
- The public sector mandate to apply GPP in Ireland, and what this means in practice for tenders
- Relevant EU legislation, including the Energy Performance of Buildings Directive, Energy Efficiency Directive and Construction Products Regulation
- How green procurement affects each stage of procurement, from planning through to contract management
- The main forms of evidence relied upon, including EPDs, certifications, test reports, standards and GWP data
- Tools for implementing green procurement, including the CO2 Performance Ladder
- Examples of good practice from Ireland and abroad
Session 2:
Developing a Sustainable Procurement Strategy – Thursday 28th November 9:30-13:00 (Zoom)
This half day course examines how to embed sustainable procurement within your organisation, building on best practice in both the public and private sectors. Green and sustainable procurement requires widespread changes to existing procedures, as well as behaviour change for clients, contractors and subcontractors. Participants will gain understanding of:
- How to assess and benchmark current levels of sustainable procurement within their organisation
- Prioritisation and setting targets
- Changes to procedures and systems to implement sustainable procurement, and the tools which can help
- Resources and responsibilities
- Monitoring and reporting
- Examples of best practice (Ireland and international)

Abby Semple, LL.B., Ph.D. is a consultant with over 17 years of experience in advising public bodies on strategic and legal aspects of procurement. Her focus is on the environmental and social impact of public contracts and how these can be meaningfully addressed through the contracting process. Abby has managed complex tenders on behalf of public sector clients in Ireland and the UK, developed policy and guidance at the EU level, and is author of one of the first books on the 2014 EU Procurement Directives A Practical Guide to Public Procurement (Oxford University Press). |
